Diseño y desarrollo de Cuadro de Mando Integral como estrategia de medición de indicadores de gestión para la Oficina Administrativa de RedP

Abstract

El presente proyecto de investigación disciplinar propone el diseño de indicadores de gestión y de control para la Oficina Administrativa de RedP (OARedP) de la Secretaría de Educación Distrital de Bogotá, a través de la metodología de Cuadro de Mando Integral (CMI), que permite alinear la planeación estratégica con los objetivos estratégicos a monitorear. Inicialmente, se realizó un diagnóstico de la situación actual de las siete áreas integradoras de la OARedP (Sistemas de Información, Mesa de Servicios, Gobierno Digital, Data Center, Seguridad Digital, Conectividad y Gestión Administrativa) con enfoque en los objetivos y servicios particulares de cada una. Como resultado, se construyeron las matrices DOFA por área. A partir de una serie de criterios de selección, se seleccionó la herramienta de Business Intelligence (BI) donde se construiría el CMI. Luego, fueron caracterizados los indicadores a medir mediante esta metodología. Posteriormente, se diseñaron los prototipos no funcionales (mockups) de los tableros de control que conformarían el CMI y, que dieron paso a la construcción de los modelos funcionales en la herramienta de BI seleccionada. Finalmente, partiendo de las expectativas de cada área y posibles impactos de la implementación del proyecto, se elaboraron las herramientas de validación de la utilidad del CMI para la Oficina.

This disciplinary research project proposes the design of management and control indicators for the RedP Administrative Office (OARedP) of the District Education Secretariat of Bogotá, through the Balanced Scorecard (BSC) methodology, which allows aligning strategic planning with the strategic objectives to be monitored. Initially, a diagnosis was made of the current situation of the seven integrating areas of the OARedP (Information Systems, Service Desk, Digital Government, Data Center, Digital Security, Connectivity and Administrative Management) focusing on the objectives and particular services of each one. As a result, the SWOT matrices were constructed by area. Based on a series of selection criteria, the Business Intelligence (BI) tool where the BSC would be built was selected. Then, the indicators to be measured by this methodology were characterized. Subsequently, non-functional prototypes (mockups) of the dashboards that would make up the BSC were designed, which gave way to the construction of the functional models in the selected BI tool. Finally, based on the expectations of each area and possible impacts of the implementation of the project, tools were developed to validate the usefulness of the BSC for the Office.
